Why do freelancers, part-timers, small-business owners get easier access to car insurance than health?

Question by : Why do freelancers, part-timers, small-business owners get easier access to car insurance than health?
Most of the people I know who want to work part time or work freelance don't do it because they are afraid of the cost of private health insurance or they could be outright denied due to a pre-existing condition, so they keep their office jobs.
