In Northern Ireland, why was there the RAC police until 2001?

Question by Eric S: In Northern Ireland, why was there the RAC police until 2001?
I am confused as to why Northern Ireland used a Breakdown, Car Insurance and Route Planner service as Police up until 2001. And why did they become the Police Service of Northern Ireland (PSNI)?

I know the RAC has 112 years of experience, more than any other breakdown organisation. But how does that qualify them to be the police force of Northern Ireland?
